You can now set the blog time zone. Under My Blog > Manage my Blog > General, you can edit the time zone difference between you and the GMT time: http://en.wikipedia.org/wiki/GMT
At your request, if it proves to be too complicated, this can be replaced with a selection of countries. However I've looked around for some free timezone databases, and they are not easy to parse and maintain.
